Thanks, Scott.  I think I found the issue.  The saml:AudienceRestriction has my production server's value.  Going to have them correct and retest.

Assuming those are really and truly from the same transaction, that's unusual. I would have to see the assertion, but the conclusion would be that it either really doesn't have an AuthnStatement in it, or something else equally strange.
