Multiple entity-category attributes or multivalued

Section 2.3: "Finally, this element MUST NOT appear more than once
within a given <md:Extensions> element."

Do you know what the rationale for this requirement was?  It strikes me as a little arbitrary and I could imagine wanting to have separate collections of entity attributes describing one entity, but I’m probably missing something obvious.
