Known bug: https://issues.shibboleth.net/jira/browse/IDP-734

Fix is set to appear in 3.2.0.

The current entity category spec draft doesn't explicitly address this case, instead relying on an assumption that Postel's Law would apply. The next draft will probably clarify this, as it has come up more than once.
