Fixed (just two weeks back) and it will be in the next release - see
https://issues.shibboleth.net/jira/browse/IDP-666 

Meanwhile adding that to your global-system.xml is the correct fix.  That
file will be replaced when you update to the next release with one which has
the fix in it.
