Yes, if you're generating them with the cryto strategy but don't disable 
the c14n flow that tries the in-memory approach. The in-memory one is 
tried first because it's faster when it fails. Part of settling on 
deployment strategies involves commenting out various things that aren't 
needed, but that's a lower priority documentation task.
