Regenerate backchannel certificates

OK, found keygen. But it's not overwritten the files in IDP/credentials (it asked for a --hostname, but that's it, and I'm not familiar with linux shell scripting to know how to tell it where to put them).

The tools provided are purely a convenience, it's assumed that anybody running Shibboleth is well versed in how to deal with keypairs using tools of their choice (e.g., openssl).

That said, the installer just runs the keygen utility included (wrapper scripts in bin/).
