The cached copy won't have the tag. We don't cache the filtered version, only the original. The original copy is what gets loaded as a backup if the source isn't up, so the result of rerunning the filters is identical.

My thinking was that if we're going to move to policy based on tags, I'd better have a way to add tags.

I ported the filter to the IdP so it's there also.
