We ignore it in metadata because, well, read it out loud. "I want an unspecified format, please". Any such SP is broken, so that's why it doesn't work as well as real formats do.

"unspecified" is supposed to be a placeholder for "no format" that I would not have included in SAML and like most things I wanted left out, it causes problems.
