Shibboleth 2.3 IdP custom web.xml file

You should be seeing a message 

"Using /opt/shibboleth-idp/conf/web.xml rather than default web.xml"

When you run the install script to update the war file.  Are you?

Some containers do not cache the war file particularly well and I have often
found it necessary (in Tomcat) to go in and explicitly delete the cached
data (with tomcat stopped of course) prior to redeploying the war.
