Shibboleth 2.3 IdP custom web.xml file

I've been working on customizing the status security settings within the web.xml file and have followed the direction on placing the web.xml file in the /opt/shibboleth-idp/conf directory. No matter the changes I make to that file, it is ignored by the IdP. What am I missing?
