Thanks for all of the help.  It was indeed very helpful.  The issue, it would seem, is environmental at the new data center.  I hostfiled the old servers and tested there and sure enough it works fine.  So we flipped the old SAML boxes back in and disabled the old while our IT department figures out what is broken.

It's not the IdP's cookies that are relevant to the problem (if that's
what those are). Ultimately it's only the SP's cookies we're talking about
here.

Basically you've got to follow [1] and find the break. Mainly steps 5 and
6.
