logging is set pretty low on my production server - INFO only.  Would anything useful be in there?

I wouldn't expect anything useful in shibd.log on INFO, unfortunately.  You won't need the logs if you can reproduce the problem, though.  Something in the request is not "right" and you have access to the configuration and to the request content in that case.

I am going to try and get some test creds Monday and do a fiddler trace.  It's just bothersome that the day after we move the data center, I have 4 IDPs all reporting this exact same issue.

I'd love to have something better to go on, but I don't.
