Hi gang, 

I admittedly steer clear of anything relating to AD when ever possible, so don’t take this as a final recipe or solution.

I have successfully uploaded your metadata to testshib.org by removing the 2 HUGE <RoleDescriptor> blocks from the 
file. I have no idea what “toggles” these are related to on the config side of things.

Hope that gets you started anyway.
(I have removed my uploaded file so no worries about overlap.)
