That's what I would have suggested. You can look at and play with a
public instance here: https://reep.refeds.org/
There's also "Resource Registry 3", http://jagger.heanet.ie/
which parses (common, though not all) SAML2 metadata elements and
extensions and stores them into an RDBMS, re-assembling again on output.
(A re-implementation of the SWITCHaai Resource Registry model.)
It allows self-registration of entities and has more interfaces and
screens and buttons than you can shake a federation of sticks at.
Under heavy development, i.e., very much a moving target, but still
used in production in a couple of countries.
