The UW tool already combines all of the registered metadata into a single
file w/ an EntitiesDescriptor element.

I guess I'm trying to figure the use case out for an aggregator for a local
federation.  If all of the metadata files were separate and you wanted the
aggregate?  Signing and validation (instead of using xmlsectool)?
