No idea, you'd have to check event logs, SP logs, and do a lot of cross 
checking into how IIS and the SP connect together, which is outlined in 
the IIS installation topic in the wiki.

I'd start by getting /Shibboleth.sso/Status to work before worrying about 
anything else.
