I suppose it's possible that that's not supposed to be 
/Shibboleth.sso/Login, but even if it's not, that's an absolutely 
horrendous idea to use a URL like that, and if it *is* 
/Shibboleth.sso/Login, then that's self-evidently a loop because the 
"resource" is a manual request for a login. That will always loop.
