how to send attributes in the Nameformat=urn:oasis:names:tc:SAML:1.1:nameid-format:unspecified

There has been a mistake in my question

I have a service provider requesting for a unspecified Nameformat
attributes. 

I have followed instructions on the link
https://developers.google.com/google-apps/help/articles/shibboleth2.0

 and setup the configuration for that service provider. 

When i take a look into the saml Response the response carries 

<saml2:NameID Format="urn:oasis:names:tc:SAML:1.1:nameid-format:unspecified"
NameQualifier="XXXXX" SPNameQualifier="XXXXX">911307231</saml2:NameID>

and 
<saml2:Attribute FriendlyName="cn" Name="urn:oid:2.5.4.3"
NameFormat="urn:oasis:names:tc:SAML:2.0:attrname-format:uri">

but they are looking for
NameFormat="urn:oasis:names:tc:SAML:1.1:attrname-format:unspecified

How can i get attribute NameFormat to be for only this service provider 
NameFormat="urn:oasis:names:tc:SAML:1.1:attrname-format:unspecified
