I'm simply stating that your conclusion as to the cause is definitely
false. Something else is causing the problem.

I have no such relying party entry for InCommon, and I certainly have
plenty of policies based on that and other requesters, with and without
explicit RP overrides. There's simply no connection whatsoever in the code.

The exception is the Anonymous case, which applies to SPs with no metadata
and those SPs of course do not work with requester-based rules in the
filter.
