Yeah, but I think there were factors like the fact that the original code
was used to produce a single value with a scope attached (but probably the
scope should have been enough of a fix), and also that in practice people
drop the qualifiers frequently. I can only guess that maybe mitigating
that risk was a thought, but that's a weak argument.

As you say, I think anything you can reproduce consistently and is unique
per pair of entityIDs is valid.
