User notice page when accessing external SP

Hello,

Is it posible to display a notice page to a user that attempts to access a SP that is managed by someone outside of my organization?

Senario:

A user access a shibboleth protected resource that is controlled by myself. They then attempt to access a resource that is a trusted party but is external to our organization. We want to then show the user a notice page saying that if they continue, that their data passed will be accessed by the external entity. At this point they can either continue on to the external resource or they can cancel and go back whence they came.
