Redirect to page after authentication

I cannot start at the SP.  My client wants to use IDP initiated.

If you are pushing SSO from the IdP to the SP, then the IdP has to control that via a RelayState value.

It probably would have if you were starting at the SP, as SAML is intended to work. So I don't think you are. So you are creating the problem essentially. But if you start at the SP, you wouldn't need to set target statically either.
