Josh,

Your AudienceRestriction should be your entityID for this ApplicationOverride, which if everything else is configured right should be:

<ApplicationOverride id="SSOTest" entityID="http://test.ftnirdc.com:8080" />

Ask the IdP to give that a try.  If that still fails, Scott's esoteric message from a few days ago will have your answer in there.
