SHA-2 March 29th deadline

No, to answer the question, it has not been implemented.  I have no problems doing this though.

It is an all or nothing change from my understanding. Correct?
Are we eliminating any one-off implementations post deploy?

The testshib service tries to remain flexible but I do understand that some want to see this.

Any feedback?
