Yes, some quick, non-conclusive searching suggests that IBM does in fact
limit RSA key sizes to 2048 bits in their JRE by default, unless you
install the unlimited strength policy files. Or at least they have in
the past. Maybe they're relaxed in later versions, but since this is
Java 6, that doesn't actually surprise me at all.
