I'm in unfamiliar territory here, but I'll provide what I can.
The key in question is, I think, the one in the niu.az1.qualtrics.com entity in the current InCommon metadata.
On the IdP, "rpm -qa | grep -i java" shows java-1_6_0-ibm-1.6.0_sr13.0-0.13.3
Looking for "java unlimited strength jurisdiction policy ibm" seems to indicate that IBM makes these available, but may not have included them, so it's possible that all I need to do is get them downloaded and installed.
