Unfortunately Santuario basically swallows the original exception here, 
copying the exception's message string into a new Santuario exception  
So it's hard to know for sure based just on this.  But: I'm fairly sure 
it's just the standard issue with not having the unlimited strength 
policy files installed in the IdP, to support the key size.  I don't 
know what else it could be.  This is on key encryption, so nothing to do 
with AES.  It would be the RSA key that is at issue.  Would be 
interesting to know what size that key is.
