Unless you're testing back-channel communications, your IdP doesn't need to be globally addressable. You just need to have a client web browser that is able to communicate with both the IdP and the TestShib SP.
If you don't know whether you're testing back-channel communications, you probably aren't. This Wiki article is orthogonal but enumerates most of the services that require direct communication between providers.
