Handler "Shibboleth" has a bad module "ManagedPipelineHandler" in its module list

Actually, it might not have been a missing feature. Before, I was using the
scripts to setup IIS. In particular, the script for Handler Mappings:

appcmd set config /section:handlers
/+[name='Shibboleth',path='*.sso',verb='*',scriptProcessor='C:\opt\shibboleth-sp\lib64\shibboleth\isapi_shib.dll']

When you run this script, the mapping is created, but the Handler column is
left blank. When creating manually, Handler has IsapiModule and SP works.
