StoredID data connector: what happens when the database goes down?

Can you expand what you mean by this?  From reading the schema and the code
you can add a <FailoverDataConnector> statement to a StoredId Connector, in
exactly the same way as you would to LDAP or RDMBS, because as Scott says:

It could be that I'm reading this wrong, but I need help working our what's
broken or wrong.

V3 is a not-so-simple port of V2 in this space and so any misbehaviour may
be replicated so we need to understand this.
