Handler "Shibboleth" has a bad module "ManagedPipelineHandler" in its module list

Also, I've tried turning the ASP.NET features on/off and running dism.exe,
but no luck. I have installed Visual Studio 2013, which seems to have caused
problems with the ASP.NET registration. However, I spun up a web server on
Amazon (which doesn't include VS 2013) and have the same problem (Window
Server 2012 / IIS 8).
