What about "apt-file search libicui18n"? Did this give you an exact match?

Di you try something like

 ln -s /usr/lib/x86_64-linux-gnu/libicui18n.so
/usr/lib/x86_64-linux-gnu/libicui18n.so.44

I guess the path should be in an /etc/ld.so.conf.d/*.conf file, if not just
drop it into a *.conf file there and run ldconfig

Is the output of ldd /usr/sbin/shibd now satisfying.
