It's a little more than that, I think "user recognition and acceptance of
it as a valid email address" is a key component, or you'll lose out, but
routable is better than not.

FWIW, I have more or less pushed for this kind of guidance in the CIC
cookbook we've been working on, and yes, it's somewhat controversial. It
amounts to conditional surrender and just realizing that we're not going
to convince the world that email addresses aren't good identifiers given
that the rest of the world has no cross-vendor alternative.
