Current WordPress plugin landscape

Hi,

I'd like to know what are institutions currently using to extend multisite WordPress installations into being SPs.

I've taken a good look at the Shibboleth Plugin:
http://wordpress.org/plugins/shibboleth/

but it currently has a bad administrative model which when employed in a WordPress Multisite (networked, or multiple subdomains) installation allows administrative accounts of subdomains rather than administrators of the main site (SuperAdmins), to affect the global settings of the entire installation.

What are folks using for WordPress 3.9.1 multisite?
