Because Ubuntu only has what's in Debian here, and Debian has packages
in the version of the time when the distribution freeze for Wheezy
(7.0) happend, quite a while ago.
While Russ is working on backports for Debian (which are not yet
available) those might not help you on whatever Ubuntu release you are
(which you fail to mention).
While you probably shouldn't trust anyone else's binary packages I
personally have made use of the Debian and Ubuntu packages of the
Shibboleth SP in the past, by our friends at SWITCH:

Do note the disclaimer limiting support to SWITCH members, though.
