The only requests to /Shibboleth.sso/* are showing up as mapping to the
"default" applicationId, so as a starting point, are you using any
overrides to segregate content into separate Applications, or not?

If not, I have no immediate idea why you're having handler issues. If you
are using overrides, you probably failed to apply the override config
fully in some way, and things aren't matching up yet.

So the starting point is to issue requests to the misbehaving URL
containing Shibboleth.sso, see what the request mapping log entries are,
and then try and figure out what's unusual about them.
