Need help with the Shibboleth SP configuration

Thank You Scott for helping me out. 

I looked at the
https://wiki.shibboleth.net/confluence/display/SHIB2/NativeSPErrors#NativeSPErrors-Example
and  I configured shibboleth2.xml configuration file as shown below :

 <Errors supportContact="help at example.org"
            redirectErrors="http://mywebsite.org/error.html" />

And when 403 error comes from IIS , Shibboleth should redirect my browser to
http://mywebsite.org/error.html. 

Am I missing something as the same error page is been shown by the browser.
(Shibboleth and IIS services restarted ).
