Need help with the Shibboleth SP configuration

My apologies. 

I have attached the pic now. So this error page is thrown by Shibboleth SP
when user with level 1 tries to access level 2 resource. 

Now I want this to be custom error message and that can be done in
accessError.html. 

Kindly let me know where and how do I make the configuration changes.

Where I need to set the access property. Is it in the Shibboleth2.xml file.

My apologies for creating confusion. I am just trying to understand error
handling.
