Need help with the Shibboleth SP configuration

Well I can see accessError.html page is that the access error page are you
refereeing to ?

My approach to handle the "case a": 
1. Customize the error message 
2. Kill the Shibbboleth SP session and provide the URL to the user so that
they can be sent for verification in order to attain greater access level
(level2) to access "test2" page if they have only level1 access. 

Kindly comment on the work around which I am planning to implement. Also Can
you please provide me some sample or point me to a resource for guidance
where I can write a java script to customize this. As I am new to Shibboleth
and we are doing to deploy Shibboleth SP for a large scale project.
