Designate ADFS the Authentication Provider for Shibboleth IDP.

Remote User is a combination of this:

and

Basically protect the Remote User handler protected with an Shibboleth SP pointing to ADFS.
or "implement a SAML-based SP like Shibboleth in a similar way.” means use another SAML compatible software of your choice
Or https://wiki.shibboleth.net/confluence/display/SHIB2/MicrosoftInterop also has instructions on configuring it the other way around. Shibboleth as the Authentication Provider for ADFS.
