Error 1721 with idP quick install

I've installed jdk-7u51-windows-x64.exe and added the JAVA_HOME variable of
C:\Program Files\Java\jre7\ as a System Variable.

When I run the shibboleth-identityprovider-2.4.0.msi file, I get a "Error
1721 - There is a problem with this Windows installer package. A program
required for this install to complete could not be run. Contact your
support personnel or package vendor."

Even though the server is 64bit, should I use the 32bit jdk? Do I need to
reboot after installing the jdk and adding the environment variable?

Suggestions?
