My recollection is that those were being skimmed and used for cold call advertisements.  InCommon did not think this was a good use of contact addresses in metadata and worked it out with the vendor in question.

I'd like project leadership to not only have such a conversation with the vendor but to have a policy in place so all can understand what the purpose of the list is.  It need not be more than a few paragraphs.
