Was there something about "Network failure" furtherdown the logs ?

I'm not saying that it's your problem, but that "file://c:\" looks
suspicious, it should be "file:///c:\opt\Shib2Idp/conf/login.config"
otherwise you are instructing the URL to look for a networked hosts called
"C:" (anyone remember DECNET?)
