Native SP Errors internal tag contactEmail

Hello,

The page at

https://wiki.shibboleth.net/confluence/display/SHIB2/NativeSPErrors

explains that 'contactEmail' may be a tag available when processing error
templates and that if available it will have the value "A contact email
address for the IdP contact provided by that site's metadata."

The page goes on to explain that for redirecting to an external error
handler "The redirection query string will typically include parameters
similar to the information listed above."

I am finding that for redirection the value for contactEmail includes the
prefix 'mailto:'. I have verified that the value in metadata for the
entityID is a plain email address without the 'mailto:' prefix.

Is it intended that the value sent in the query string includes the 'mailto:'
prefix?
