ECP-like extensions - is SP involved?

There's just an ECP flag in the <SSO> element that enables the checking of
headers to get it to issue a challenge to an ECP client.

There are no other allowances for ECP, the rest of the SP behavior is the
same, cookies, timeouts, and all.
