ECP-like extensions - is SP involved?

Dear list,

First of all I would like say hi to everybody hangin around the list
and wish you a very happy new 2014 year.

I am currently investigating ECP (and ECP-like) extensions as I guess
I will need it for my command line client's functionalities. Since
this is a command line client, no web browser interaction can be
accepted.
My question is whether in order to enable ECP do I need to somehow
enable/configure it on the SP side? I must say I would appreciate
general answer for typical SPs as well specific for Shibboleth SP :-)
