procedure for relocating shibboleth2.xml

I modified the location of shibboleth2.xml via the "-c" parameter on the shibd daemon invocation.
I moved the config file from /etc/shibboleth/shibboleth2.xml to alternate location.
I invoked shibd. I modified shibboleth2.xml in alternate location.
I stopped and started shibd. I confirmed changes to shibboleth2.xml in alternate location were having effect.
I continued making changes to shibboleth2.xml in alternate location.
I noticed some changes were not having effect.
I happen to look in native.log: ongoing references to /etc/shibboleth/shibboleth2.xml
Perhaps other software components/RPMs were still pointing to default location?
I undid steps to utilize alternate location for shibboleth2.xml. Everything worked fine.

Is there procedure for relocating shibboleth2.xml
