attribute-filter.xml parsing error

I'll be upgrading the version to latest IDP 2.4. Prior to this I didn't know there was a bug. Thanks for your help.

I assume from the error it's this:

It's a regression, and it wasn't fixed in 2.4, it was fixed earlier. 
Probably in 2.3.7 from the look of it. But what you posted is stuff I use, 
and have used since 2.3. I probably noticed the regression myself 
originally, and never ran that version.

Yes, I have/had policies exactly like that. 

RuleReferences don't work [1] but this is just a regression that's been 
fixed for years.
