attribute-filter.xml parsing error

Hello,
I've always had problems with this just wondering if anyone else has experienced the same and or what I can do to resolve it
My system:
idp version 2.3.7
CentOS 5.8, x86
java: jdk1.6.0_25
Any use of AND or OR in attribute-filter.xml usually ends in an error message something to the effect "unsupported". Nested rules don't work. As a result I am unable to put something like combining multiple entity IDs that rule apply to or PermitValueRule xsi:type="basic:OR" . There is no use in going over the syntax again because it just doesn't work with my current system. Even the simplest configuration, throws an error.
Just wondering if this may be a problem with the java version.
I can't upgrade to the latest IDP version at the moment.
