You're confusing multiple chains with a chain contaning multiple plugins.
What you're asking about is multiple chains doing different things.
A chain of plugins always runs at one URL, and you never can, and never
should, define a Location any place other than the outer most element of a
chain, unless it's a plugin outside of a chain.
None of this is used anymore unless you have something very unusual going
on.

I doubt it, but since I don't know the problem, I can't say.
Regardless, the names do not matter They are virtual URLs, that's it.
